Meanwhile, the State-owned Assets Supervision and Administration Commission said on its Website yesterday that it would order a probe into the salary increase of employees of state-owned enterprises throughout the country.
The investigation will focus on the average income level and salary increases of employees at the central, provincial and municipal levels between 2004 and 2006, the commission said.
A report on income comparisons between SOE employees and local residents has also been ordered.
The commission's notice also requires an analysis of the low salary increases of some SOE employees and suggestions on building a "normal salary increase mechanism" for all SOE employees.
In Shanghai, the city's Labor and Social Security Bureau also issued salary guidelines Thursday that suggested local employers give their workers an average pay raise of nine percent this year.
