Shenzhen aims to build a culture-based city. According to an official plan in 2004, by 2010, the city will be built into a city of piano, library and design.

In November 2004, the First Shenzhen International Cultural Industry Fair was hosted by the Ministry of Culture, Guangdong Provincial Department of Culture and Shenzhen Municipal Government. The fair's themes are exhibiting cultural products, promoting cultural industry trade and providing forums for cultural industry.

Shenzhen has been holding Reading Months for five years since 2000. An important period in Shenzhen's cultural calendar, the sixth Reading Month will start in November.

Shenzhen Library

Shenzhen Library is located at No.1011 of Hongli Road, Futian District, covering an area of 13494 square meters, with 17 reading rooms and 750 seats. It now holds a collection of 1.5 million volumes of materials and has become one of the eight important culture facilities in Shenzhen. The library automation management that is researched and developed by the Library is now being used by 1800 nation-wide public libraries and has spread to Hong Kong, Macao, and USA.
